TOP, vacant possession and legal completion sound like three names for one event. They are three separate milestones, and each one changes what you can do and what you owe. Here is the sequence, in the order things happen.
TOP stands for Temporary Occupation Permit. It is issued by the authorities once a building is complete enough to be lived in safely. At Belgravia Ace, 365 Belgravia Drive in District 28, TOP has already been obtained (2026). That puts it in a different category from a project still under construction: the 107 strata landed houses, made up of 104 semi-detached and 3 terrace homes, are built and can be walked through, not imagined from a model.
Vacant possession is the point at which the developer hands the unit over to the buyer, empty and ready to use. The brochure date for Belgravia Ace is 31 January 2028, and TOP was obtained ahead of it. A date printed in a brochure is a commitment about the latest handover, so the practical question for any buyer is what the sale and purchase agreement says about the handover of the specific house. Your lawyer can read that clause with you and explain what happens if the dates move.
Legal completion is the final legal step, when the transaction closes and ownership is transferred in full. The expected date for Belgravia Ace is 31 January 2031. The gap between the 2028 handover date and the 2031 completion date is the part that most often causes confusion, because the house may be finished long before the paperwork is. How payments are scheduled across that stretch depends on the contract and the unit, so ask your lawyer and the sales team to walk you through the schedule for the house you are considering. Any rule about duties or financing tied to these dates is one to confirm with the relevant authority rather than assume.
The project launched in January 2022, and about 80% of the 107 houses sold at that stage. The balance was withheld until completion, which is why a finished estate still has homes available today. On 13 August 2026, 23 houses were released in the final developer sales phase. Fairview Developments Pte Ltd, a unit of Tong Eng Group, is the developer, and the estate sits on a 290,520 sqft site (26,990 sqm) off Ang Mo Kio Avenue 5, in the Seletar Hills Estate area. The tenure is freehold.
